About the Climate Ready Infrastructure Service (CRIS) 

The CRIS provides locally tailored options to strengthen housing and infrastructure across Canada. As of 2026, 200+ local governments and non-profit organizations have already joined the CRIS and have access to 120+ individuals and firms on the Roster of Climate and Infrastructure Experts. 

The CRIS is administered by the Canadian Urban Institute, a national charity driving place-based solutions to make communities better places to live for everyone, and is funded by the Government of Canada. The service is a part of the Climate Toolkit for Housing and Infrastructure, which provides a suite of open-access tools, resources, and support services to help infrastructure owners and decision-makers develop projects that build resilience and contribute to Canada's path to net-zero emissions.  

How does it work?

As a CRIS Roster Expert, you’ll be matched with communities looking to integrate adaptation and mitigation measures into a new build or retrofit project for their housing or infrastructure. This is a paid opportunity to develop options reports and materials to guide climate-resilient infrastructure projects.

 Outcomes can include:

  • Technical design options;
  • Energy use assessments (ASHRAE Level 1 or 2, Decarbonization Pathways);
  • Climate hazard identification and analyses;
  • Cost estimates (Class D, Order of Magnitude, Project Dependent);
  • and other materials that help CRIS participants understand practical and cost-effective options for adapting to and mitigating climate risks through resilient infrastructure.

Who Should Apply?

If you or your firm have experience in adaptation or mitigation solutions and you're interested in developing tailored options reports for smaller, rural, or Indigenous communities, review the eligibility criteria and apply online!

We’re seeking experienced firms and independent professionals working in climate adaptation and infrastructure. Eligible applicants must have: 

  • 5+ years of professional experience on climate-resilient or low-carbon infrastructure projects
  • Experience in a senior role on climate-related infrastructure or housing projects
  • Must live and work in Canada
  • Experts must have commercial general liability insurance of not less than two million dollars ($2,000,000)

Preferred:

  • Possession of a relevant professional designation (e.g., P.Eng., RPP, RA, etc.)
  • Experience working with local government(s) on one or more asset classes (i.e. Buildings, Stormwater, Nature Based solutions etc.)
  • Experience working with Indigenous governments and communities
  • Experience working with community housing organizations (co-ops, non profits, municipal/regional housing corporations etc.)

We are particularly interested in firms with demonstrated experience in:  

  • Assessing climate change hazards, including flooding, wildfire, permafrost thaw, and extreme weather events like heat waves and storms
  • Wildfire prevention, protection, and resilience solutions for infrastructure and community buildings
  • Green infrastructure and nature-based solutions
  • Designing or retrofitting public infrastructure, especially buildings and facilities to improve energy efficiency and decrease GHG emissions
  • Renewable energy, including solar PV systems
  • Battery backup power systems
  • Fleet electrification and EV charging station installation
  • Resilience Hubs

Evaluation

The matching process for municipalities will focus on key areas of expertise, roster standing, and consideration for comparable projects completed in the region or a similar region. The matching process is designed to support cross-pollination, capacity building, and provide the best quality of expertise to local governments while accounting for potential contractual obligations through master agreements with roster expert firms.
